The American Armsport Association placed a proposal for One World Body on the agenda for the Congress meeting of the World Armsport Federation in Suzdal, Russia 2003.  Through discussion, amending, and democratic voting the following proposal was finalized.

Permission had been obtained from Fred Roy, President of World Armwrestling Federation to attend the World Armwrestling Federation Congress meeting to present the above proposal to all World Armwrestling Federation member nations.  The above proposal was NOT presented to the World Armwrestling Federation Congress.  Out of 10 points listed above, Fred Roy only allowed discussion regarding point number 7 in the World Armwrestling Federation Congress meeting.  The Congress was read a counter proposal, drawn up by Fred Roy, shown below

During the Congress meeting, discussions transpired regarding certain aspects of the proposal.  Fred Roy stated, “This is the beginning, the foundation upon which we will build a united World Federation for our sport.  There are many other factions that must be discussed and voted upon." A vote was taken as to whether the World Armwrestling Federation Congress agreed to accept the counter proposal - not the original proposal from the World Armsport Federation.  All members present voted, with the United States voting delegate raising their hand to vote no.  When questioned if indeed and in fact they were voting no, their hand was lowered.  The delegate was asked if they would like to abstain and their answer was yes.

The counter proposal was distributed to all World Armsport Federation Executive Committee members.  None approved the counter proposal since not one single item from the World Armsport Federation proposal was agreed upon and mainly due to the fact that the counter proposal did NOT allow for ALL armwrestling bodies affiliated with both world organizations to continue to participate.

No communication between the two World Federations have transpired since!  Attempts have been made to entice the newly elected President of World Armsport Federation, Humberto Panzetti from Brazil, to leave the World Armsport Federation and "join" World Armwrestling Federation.  Recently, the letter bbelow was drafted by Frank Bean, newly elected World Armsport Federation General Secretary and sent to all countries affiliated with both world federations as an explanation of what has NOT transpired regarding unification.

To Whom It May Concern,

The World Armsport Federation and the World Armwrestling Federation have NOT unified.  There will NOT be a unified World Championship event this year in Japan.

The World Armsport Federation put together a unification proposal to be presented to the World Armwrestling Federation Congress in Canada 2003.  After obtaining permission from World Armwrestling Federation President Fred Roy to present the proposal to the World Armwrestling Federation Congress, a representative from the World Armsport Federation traveled to Canada to present the proposal.  World Armwrestling Federation President Fred Roy did NOT allow the proposal to be presented to the Congress.  Instead, Fred Roy deleted the entire proposal.  Fred Roy drew up a new proposal from the World Armwrestling Federation to be taken to the World Armsport Federation.
The World Armsport Federation did NOT accept the proposal from the World Armwrestling Federation.  The original proposal from the World Armsport Federation allowed for ALL armwrestling entities to be able to participate in the sport - ALL bodies would come together and none would be left out.  The proposal from the World Armwrestling Federation does NOT allow for all bodies to participate - it only allows for current armwrestling entities under the World Armwrestling Federation banner to participate.  This is not unification!  This is dictatorship!

Fred Roy has NOT tried to accomplish unification with the World Armsport Federation.  Fred Roy and Willy Deneumostier traveled to Brazil.  One week before traveling Fred Roy sent an email to Mr. Das stating he was coming.  No previous communication had transpired from Fred Roy therefore none of the World Armsport Federation Executives knew of any plans for his attendance.  While in Brazil, Fred Roy did NOT ask to attend the Congress meeting and he did NOT ask to have any meetings with the World Armsport Federation Executives.  Why he came to Brazil no one knows!

Since the World Championships in Brazil, Fred Roy has only communicated with Humberto Panzetti, President of World Armsport Federation.  Mr. Roy has shown total disrespect for all World Armsport Federation Executives by completely ignoring them in his correspondence.  His quest is not for complete unification of all armwrestling bodies.  His quest is only to acquire South America into the World Armwrestling Federation.  Again, this is not unification!

The World Armsport Federation will be attending the World Championships in Japan hosted by the AJAF, October 27 - November 1.  This is NOT a unfiied World Championships nor has Fred Roy attempted any unification over the past two years!

Frank Bean
WAF General Secretary
